Rukungiri District Chairman roots for efforts on development priority areas

RUKUNGIRI- The Rukungiri District Chairman Andrewson Charles Kateebire has asked district leaders who are involved in direct planning for the district to focus their energies on priority areas that are most needed to transform the District.

Mr. Kateebire made the remarks on Thursday October 29th 2020, while speaking at the opening ceremony of Rukungiri District Local Government Annual Budget Conference which took place at Hotel Riverside in Rukungiri Municipality.

The District Chairman said that it was important for the planners to look into key priority areas that are vital and can be used as engines of transformation for development.

Kateebire reiterated that Rukungiri District has abundant natural resources which if put to good use can transform the area.

He called for close collaboration between the government agencies, Non Governmental Organisation and the private sector in order to work in unison for the common benefit of the community they serve.

While giving a Keynote Address Rukungiri District Deputy Chief Administrative Officer Rubaihayo Steven said that the Budget Conference is an important event in the budgeting process because it kick starts the budget preparation.

Rubaihayo said that this year’s Budget Conference was organized under the theme, “Industrialisation for Inclusive Growth, Employment and Wealth Creation”.

The deputy CAO said that the conference gives several stakeholders, partners and collaborators time to come together and review the performance trend for each sector so that the current trends and find a way to improve.

He said that Rukungiri District Local Government has strategized to focus on contributing to the National Development Plan III whose priority areas include improved agricultural production, human capital development, manufacturing and trade, mineral development including gas and oil, sustainable tourism, strengthening private sector, improved transport infrastructure and making urbanization effective and efficient.

He therefore said that, Rukungiri District Local Government is working towards ensuring that what they intend to do is in line with the National Development Plan III program approach.

While presenting the District Policy Framework Paper for the 2021/2022, the Secretary for Finance, Planning and Administration, Karenzi Frank, although the Budget Conference was being held at the heights of Coronavirus pandemic, the District is committed to ensure that there is improved provision of services to the people.


During the Budget Conference, all Departments presented their performance, challenges and way forward giving out priority areas where to put more effort.

According to Rukungiri District Chief Finance Officer Joram Asiimwe, the District needs Ugx 36.4 billion to finance its budget in the year 2021/2022 and out of this 74% is expected to come from the Central Government as a conditional grant.

Asiimwe decried the low local revenue generation which he said has left some development projects unfulfilled in the past years.

While closing the Budget Conference, the Coordinator for Operation Wealth Creation Lt Col Martin Nahurira who represented the Resident District Commissioner thanked the district Leaders for working closely with the technical staff to ensure that government projects are implemented.

The event was attended by the District Council Members, the District Heads of Departments, Non-Governmental Organisation (NGO) operating in Rukungiri District, Religious Leaders, members of the private sector, and the media.
