Drama ensued at Bushenyi-Ishaka municipal council headquarters on Friday Feb 28th 2020 as angry councilors and civil society Organizations (CSOs) closed the municipal offices accusing the town clerk, William Makune for failure to account for ugx 194 million a disbursement for the first quarter of 2020.
The municipal mayor Jackson Kamugasha said that the decision to close municipal offices was agreed upon by the municipal councilors during the 2nd council sitting in 2020.
Kamugasha said the technical staffs boycotted the meeting which prompted the councilors to close the office until Tuesday March 3rd 2020 awaiting the intervention from the minister of local government Raphael Magezi.
“The councilors have decided to close this place until Tuesday when they expect the minister of local government to intervene in their issue” Kamugasha on the council’s decision.
The Bushenyi Ishaka Municipal council deputy speaker Gladys Bekunda said due to limited time yesterday the council was rescheduled to today but to their disappointment they found no technical staffs available to respond to same of queries.
Jafari Basajabalaba the Bushenyi district chairperson hailed the action taken by the councilors saying they have had issues of funds embezzlement within the municipality despite their effort to curb down the vice.
Apollo Kakonge the executive director of west Ankole civil society forum applauded the councilors saying it’s their role to hold accountable the technical staff for proper accountability meant to fund development projects within the municipality.
“You have proved the essence of why the electorates trusted you with their votes and you must keep pushing until this impunity is dealt with” said Mr. Kakonge.
On Thursday Feb 27th 2020, the town clerk Makuune was temporarily arrested and later released on Police bond on allegation of swindling ugx 194M.
Recently, Apollo Lee Kakonge sued the municipal authorities accusing them of denying him access to the bills of quantities, and other details related to roads construction and management works in the municipality.
